Mandatory Claim Procedures and Legal Directives

Winning a major lottery prize is an exciting moment, but strict adherence to governmental claim procedures is mandatory for a successful payout. All winners are legally bound by the terms published by the Goa State Lotteries. Claimants must note the following regulatory steps based on their prize value:

• Claims up to ₹10,000: These minor prizes should be claimed directly from the point of sale (either the seller or the local agent) within 30 days from the date of the draw and the official publication of the result.
• Claims above ₹10,000: Major prize-winning tickets must reach the office of the Director, Small Savings & Goa State Lotteries, Serra Building, Altinho, Panaji, Goa. This must be accompanied by the prescribed application form, the genuine prize-winning ticket, 4 passport size photographs, a PAN card, and proper residence proof issued by a central or state government organization.

Deadlines, Taxation, and Security Measures

Time is of the essence when claiming your prize. All major claims must be filed within 30 days from the date of the draw. The Director may, at their discretion, entertain a claim after the 30 days but before the expiry of 90 days, provided they are satisfied that the delay was for reasons genuinely beyond the control of the claimant. However, it is highly recommended to file immediately.

From a taxation standpoint, T.D.S. (Tax Deducted at Source) on prizes will be deducted at the prevailing rates before making final payments. Any prize amount for a winning ticket against which a case is filed in a court of law, or is a subject matter under investigation by Police or Income Tax Authorities, shall be withheld until the case is fully settled.

Security protocols are stringent. A ticket which is forged, torn, mutilated, or tampered with shall be summarily rejected, except in rare cases where it remains possible to verify the genuineness of the ticket. In such instances, the decision of the Director shall be final and binding on the claimant. It is also important to note that the Government reserves the right to change the date and time of the draw if necessary. Furthermore, all litigation arising relating to the lottery shall be decided exclusively by courts having jurisdiction within the limits of the city of Panaji, Goa.
